What Fill PDF Forms does
Fill PDF Forms detects the interactive form fields in a PDF and gives you matching inputs to complete, then saves the filled document.
A real PDF form has actual fields inside it — text boxes, checkboxes, radio buttons, dropdowns — placed there by whoever made it. This tool reads those fields out of your document, builds matching inputs, and writes your answers back into the file.
The important caveat is up front: this only works on PDFs that genuinely contain form fields. A great many "forms" are just flat documents with printed lines and boxes and nothing interactive at all. If that is what you have, the tool says so plainly instead of pretending, and points you at Annotate PDF, which lets you type straight onto the page.

Fill in the fields
Complete the inputs — text boxes, checkboxes, radio buttons, dropdowns and list boxes all appear as the right kind of control.
Save and download
Click Save to download the PDF with your values written into it.
Fill PDF Forms: details and limits
Only PDFs with real interactive AcroForm fields work here. If your form is a flat scan or a printed layout with no fields, use Annotate PDF to type text onto the page instead.
Text fields, checkboxes, radio buttons, dropdowns and list boxes are supported. Digital signature fields and exotic field types are detected but left untouched.
List boxes are filled as single-choice. If yours allows several selections at once, only one is written back — check the saved file before sending it.
A dropdown, list box or radio group that already has a value cannot be emptied here — picking the blank option leaves the old answer in place. Text fields and checkboxes clear normally.
The saved PDF keeps its fields editable, so you or the recipient can revise the answers later.
To send a form as final so the values cannot be changed, run the filled file through Flatten PDF in "Form fields only" mode — it locks the values in while keeping the text selectable.

Why your filled-in PDF form comes back blank
The boxes are still there and nothing is in them. A form lives at the document level, and most edits rebuild the document.
